본문 Question 1. Australia has a skills shortage. Compare and contrast the two main ways workers gain formal human capital; higher education, and vocational training. How do they differ in their impacts on the labour market? Why is there still a skills shortage in Australia? Synopsis The United Nations during the 1948 General Assembly proclaimed and adopted the Universal Declaration to Human Rights. Article 26 proclaims that 'everyone has a right to education'. This paper seeks to examine the two modes of higher education and vocational training in Australia. By comparing and contrasting these two approaches, the challenges and opportunities can clearly be picked. The paper also brings out the factors responsible for the skills shortage in Australia. These can be incorporated in policy formulation in institutional, regional and national levels. It has been verified that education has grown and expanded immensely in recent decades.
