On May 21, 1947, the second conference of the Joint Soviet-American Commission was held. However, the Joint Soviet-American Commission fell apart because of the passive attitude of US and the controversy surrounding the opposing struggle of trusteeship. US and Soviet Union insisted on organizing a government which is advantageous to each of them and this resulted in the failure and eventually, South and North Korea established each government. On May 10, 1948, a general election was held in South Korea according to the determination of the United Nations(UN) and the desire of nation though there were some groups opposing to election. This general election has a meaning as this is a history that the nation exercised the political rights at the first time. The constitutional assembly composed of this election enacted a constitution of a democratic republic receiving the mantle of the provisional government of the Republic of Korea. On August 15, 1948, the constitutional assembly chose out president Rhee Syng-man and vice president Lee Si-young, and president Rhee Syng-man organized a government of South Korea and declared the establishment of the Republic of Korea in domestic and foreign. On September 9, 1948, Kim Il-sung also declared the establishment of a communist government in North Korea. Like this, as South and North Korea established each government and the general conference of UN approved the Republic of Korea as the only legal government, they were politically divided into two countries. On June 25, 1950, North Korea invaded to South Korea and started the Korean War. To resolve this war peacefully, the representatives of the UN and the Red Army agreed to a ceasefire on July 27, 1953.
